That's about what I thought,
My theory, came from reading a fan work where a girl with Lvl 4 Vector Change, asked Accelerator for help in reaching Lvl 5. Her biggest obstacle, was that she couldn't manipulate objects that aren't in motion. Accelerator told her to imagine the vibrations of the individual molecules, and selectively amplify the vectors of those molecules in the direction she wishes the objects to move.
Tbh, I had never thought about how his power could affect particles at the atomic/molecular level. But hearing it explained like that really 'made sense' (as much sense as an Esper Ability can, lol)
And made his ability seem less like Telekinesis
