After looking through the votes, I decided I’m gonna go with the MHA story and I’m making hiroki a villain in the story, 

I would go to MHA. Where Hiroki is a late bloomer, or he is physically stunted because of his quirk always being active, suppressing his strength. The longer he is suppressed, the stronger he becomes once released for the same amount of duration he stayed suppressed
