          Cekldir's mind is always fighting with itself, and he believes evil must be punished, but he can't distinguish evil from neutral good. 
          He thinks everything is evil, so he has to give them his "divine purification," which is.. random acts of torture. He thinks that by torturing them, he is purifying them, and he can send them to Heaven in good conscience.
          He believes himself to be some almighty meant to save lives via "punishment."
          And the sexual pleasure he feels afterward is a reward from some higher power, telling him he did well.
