Got an idea the place where carni and herbi will evovle along with humans and disasters striked where humans are devoured and is slowly going extinct then the government made a strict notice that harming a human can cause heavy consequences and outcast and they made an rule that rule is they can have human body unless they announced as deceased only there soul can leave and rest not there body . 
          But if they heard another devouring and disrespecting the rule humans has the right to divide the boundary
