@thedoubledippers hi! uhmm it's not to the extent of europe, where i think most are bilinguals? the english taught at schools is very, very basic and not every school offers it so though the majority know the basics and may understand english to a certain extent, not many can call themselves bilinguals as do europeans that speak it fluently. i'm afraid it's a matter of privilege jsksjsjd i'm not sure if i answered your question correctly? and i'm not aware about the situation in other countries in south america, though none have the same level of bilingualism as europe, that's for sure.
