According to Rukos CREATORS Yokune ruko is 
bi gender and they are 10% female and 90% male 
They go by any pronouns. So before you say " Ruko is a girl use she/her pronouns" Ruko is technically 90% male.  

Out of a 100% radius pie chart 90% is majority and 10% is minority.  Therefore I will call them by 
He/Him pronouns.
