Got a bit of Institute post-endgame to get opinions on if anyone fancies it (in my head-cannon the Institute takes a larger role on the surface but not in a messiah kind of way). QA) Would it be better to keep the Commonwealth in its current disunited and unruly state, or provide support in various ways to create a number of ‘city-states’ with security and militia for alternate (safer?) ways of collecting materials from the surface for the Institute whilst pulling strings to keep them divided and in competition with each other? The latter runs the risk of that backfiring if mismanaged but could provide a way of fighting off other factions outside of the Commonwealth without great cost to the Institute. QB) The Institute would utilise distribution centres for food and water, and provide medical treatment on the surface to collect data on surface dwellers (maybe also provide more options to bring in to the fold if also utilise education?). Should they create third-parties to carry this out (perhaps even the ‘city-states could do this if going with that route?), or should they carry it out under the Institute name to build rapport? I know the latter is unlikely to be trusted and also targeted by attacks but the Institute name could also dissuade those who would attack the former? The Institute may want to build rapport to utilise more overt influence on the ‘city-states’ and/or reduce hostility towards them. Thanks in advance if anyone has a crack.
