Brooklyn is 16 with a secret, Sam is 17 with a strong sense of justice. both were created by HYDRA with the plans of being the next winter soldier and Captain America but better. Training new agents is part of her job description, so she recruits Bucky Barnes to help Sam with this process. When tragedy strikes, this new initiative must find a way to bring justice for those who paid the ultimate price.
