The Avengers were missing and broken apart

SHIELD was gone

Hydra took over everything

The Xmen disappeared

Justice League was gone, disbanded

Samantha Mills knew that every hero was still out there, something was just telling her; pulling her to find them. Everyone called her crazy, they all knew the risks of what she was doing, especially if Hydra were to find out.

Yet she does it anyways.
