Everything in Arcadia is balanced; perfected. At the age of sixteen citizens get placed in a city that matches his or her personality and abilities. One test decides who you are for the rest of your life. Claire Locke was in Eden,the city of the intelligent, and has always had a clear picture of what she wants.
