Back in 1776, when the Founding Fathers were making the Declaration of Independence Washington suggested the idea of making a secret organization that would run under the government called H.E.R.O.E.S. Till this day it is still up and running, taking out all kinds of threats to try to keep peace in America and the world. Some of the threats have expanded to people with enhanced abilities. And the public still doesn't know about this group. But when Avengers discover a file on this group when Black Widow releases the SHIELD and Hydra documents during the events of Captain America: The Winter Soldier, how will they handle it? Will they think HEROES is another terrorist group like Hydra? Or will they brush it off? We all know they will think it's another terrorist group like is that even a question.
