After Sorin' cheats on Rainbow Dash with their boss, Spitfire, Rainbow Dash is heartbroken. She can't fulfill her dream of being a wonder bolt after that and Sorin' took her house, so she has nowhere to go.
Fluttershy has loved Rainbow Dash since they were filly's in flying school. When she see's Rainbow Dash crying her eyes out, she invites her to stay with her until she finds somewhere else to stay. It pains Fluttershy to see Rainbow Dash like this. Sorin' will pay.
