Frank was raised to believe that being yourself was okay. High School, however thought otherwise. If you didn't 'fit in' you were beaten, shunned,thrown out. And poor Frank, the short shy emo boy that hermits at the back of the class, didn't fit in. But at least he had a nice butt, which just so happened to be the butt that Gerard Way noticed.
