Struggling to keep criminal affairs under control, the Volunteer International Crimefighters Establishment sends some of their agents to chip and secretly train some of their former agents' children. So, by the time they are in 8th grade, these kids are ready to fight crime without even knowing it. Eventually, these sleeper agents will be activated. The question is when.
