Max Denbigh, the head of the privately-backed Joint Intelligence Service, which consists of the recently merged MI5 and MI6, also known as 'C', a nickname given by Bond himself. He believes that the '00' section is outdated, so he campaigns for Britain to join "Nine Eyes", a global surveillance and intelligence co-operation initiative between nine member states...Until he meets the new agent Eilidh Barlow with the codename of 006.
