When Victoria Wills, the daughter of the police captain, hears about a new thief in town she immediately sets out to catch him. She starts to collect as many information as possible about this new thief known as the Shadow, in hopes of catching him and proving to her father that she has what it takes to become a detective.

Two years later she meets the Shadow by a chance encounter, what will she do when she has the Shadow in her grasp, will she help him or will she give him up?
