Happy Campers Part 1

A sudden school-trip ends up at a strange destination. Humans get transformed into fantastic characters but instead of really embracing the new Magical existence, the deeply-seated intentions burst forward. What's more important - building a new society free from the past or taking vengeance for many years of mistreatment by the classmate. Someone chooses the later and manipulates all of the new arrivals into living in constant fear and loathing while the formerly victim of peer abuse now pulls the strings. The Hero manages to take over the moraly-crippled Camp but only by limiting their freedom of choice. The new rules seem to be working - neighboring Worlds aren't sending the Monsters any more, the Overseer World seems impressed but this won't last. The hero is well-read enough to know that infinite rule even by the most well-intended rulers doesn't end well. Where is the Balance between a Well-Meaning personality and the System that is based on the largest number of participants? Need to think fast and always be right.
