During a forbidden excursion to see the surface world, the goldfish son of a sea sorcerer encounters a kind and beautiful human girl (Name), who gives him the name Ponyo.

Ponyo longs to become human, and after licking some of (Name)'s blood, he becomes more human-like.

However, Ponyo's father Fujimoto brings him back to their ocean kingdom, but so strong is Ponyo's wish to live on the surface that he breaks free, and in the process, spills a collection of magical elixirs that endangers (Name)'s village.
