In a world where 20% of people have magic, people are bound to make a hirearchy. Vinnee is in the 20% he has sorcery like powers, but he's not allowed to use them.

Presidents, Primeministers, Kings Queens, none of that matters. Everything is ruled by the Commission of Heroes and Magic Weilders or the CHMW. If you have magic but you want to do something like own a flower shop... then you better hope your magic is weak.

It can be hard to tell if a child is going to have magic or not, so if there's no signs by age twelve, you usually get tested.

The commission hoped Vinnee didn't have magic. Oops :)
