Valentina, a 13 year old girl in district 2 who's trained since she was 4 was to be district 2's volunteer for the 75th hunger games when president Snow read the quell and it said that the tributes are to be only reaped from the existing pool of victors. Seeing as district 10 doesn't have a female victor, president snow goes looking for the perfect candidate to be the female tribute of district 10 and Valentina just happens to be in the wrong place at the wrong time.
