17 years after the rebellion district 12 is full and thriving again and Panem has been restored under President Paylor's rule. Still, the districts have become comfortable in revolution and continuously defy the capitol. The laws that have been set out have been ignored so in an effort to enlist fear and create order Paylor announces the return of the games for just one year if everyone can continue to behave they will be revoked.
