Every single Kamen Rider monster and dark rider has been revived, the how doesn't matter but for the glory of the BADAN EMPIRE! The plan? Destroy the Kamen Riders and take over the world!
But as plans within Badan form from the top brass, these newly resurrected revival-ees are all forced to live together in an underground city. Restless and selfish beings all living together, will they kill each other before they get their revenge? And will Badan even stand as a deadly alliance of monsters brew?
