When Wolfstar had twins during the wizarding world war they were unable to provide for two kids. They gave one up but 3 years later the war ended and they had no idea where she was and didn't look too hard for her.
Cassiopeia Black who was taken in by her uncle Regulus Black and is raised by Barty Crouch Jr, Evan Rosier and Pandora Lovegood with Luna lovegood as her sister.
