Normally people have to die to become a ghost but not in this family.

At age 15, they start to develop their ghostly essences and by age sixteen; they have all the characteristics of a living breathing ghost with their one exception being life.

They have remained hidden all their lives until this council eradicating super natural beings learns of their existence.
