As Russia got a closer look at America, he found himself regretting telling him to fuck off. The other was cute and he now realized that he wasn't trying to get anything, was just trying to be nice. He was going to apologize, but lost the guts after being interrupted.
He then saw the sticky notes. Maybe that could work...
