Who better than RPD's rookie, Leon Kennedy? While you are super excited to finally have someone to share the load with, the last thing you want is to get this kid killed. So, you give him a call, explaining that he is to avoid Raccoon City until further notice. Leon Kennedy is a stubborn man. He forced his way through the police academy, and doesn't take 'no' for an answer. So on what was supposed to be the day before his first day on the job, he got a call from his very own would-be partner, ordering him to stay put. He didn't listen.
