The old child tax laws were once created to incentivize people to have less children. However, it had a disproportionately affected the lower classes.

These laws became hard to enforce by any reasonable means as the number of people who couldn't pay for their children grew. With the foster care system becoming overwhelmed with new cases in a matter of a decade- they had to do something fast.

This all led to the struggle of Eleanor as she fights to live a life she was never suppose to have.
