Emma Lockhart's world is turned upside down when her sister becomes an accidental victim of a major bank robbery. When the cops prove unhelpful, she turns to her only hope; the Foundation for Law and Government. However, her eagerness to avenge her sister lands her in a temporary position as Michael Knight's partner, and the latter isn't too fond of it.
