Katsuki Bakugo is a little, he's had an interesting life. He age regresses in order to cope with his problems. Izuku is his caregiver, he did get a quirk when he was born, teleportation. Instead of him becoming a hero he went ahead and did something else for a living in order to help protect Katsuki.
