Lucifer was God's left hand. When he left heaven he left a position unfulfilled. God's right hand is the messiah. Samot is a candidate for God's left hand. Maybe even a prospect for the shadow of God's throne.
God is the creator of every thing, good and bad as you understand it. Samot is tasked with implementing the seeming ill parts of God's will.
