For the past three years, there have been unexplained massacres and possibly cannibalism in the city of Ortinson. None of the detectives or police investigators were able to identify the culprit. An agency from R.A.I.I sent one of their exceptional and distinguished agents, an Agent Spy Detective named Shadow the hedgehog, to solve and discover who was behind all of the killings and potential cannibalism over the past three years. Shadow arrived in the city and booked a room in an apartment building, unaware that the culprit Sonic also lives there.
