In a civilisation of Pokémon, the last thing you would expect is scientist organisations. But there are still some. Some good, some bad, and some in the middle of the scale. But when harmful Ultra Beasts come to the world, it's best to be a scientist organisation. Especially when there's not a great chance of survival.
