A highly skilled and intelligent psychopath with a mask concealing his identity reigns terror upon the sleepy Washington town.

The bodies of men and women washing up along shore in mutilated pieces have left no clues to his identity.

Police have been on the hunt attempting to capture this elusive criminal, who being closer than the police could imagine, manages to stay one step ahead always seeming to evade capture.
