Dreykov was successful in making thousands of Black Widows but it wasn't enough for him. He wanted more. So he created the male version of a Black Widow called Widower. Once Natasha had almost killed Dreykov and his daughter, he had a fear of her finding out his creation and hid the Widower by giving him to HYDRA so they could cryofreeze him.
