The Beginning

Tori and Toya are sisters.
Tori is 15 and the oldest. Toya is 10. They are foster kids. They were first in the system when Tori was 9. Their mother died strung out on coke right in front of them. Now that they found a foster home where someone would accept both of them, sounds like a great new start. But it turns for the worst.
