Long story short After Kongou sank in WW2 she was revived by the creator of Unlondon(who was in Undublin at the time) and since Kongou was built in the United Kingdom (Thank you wiki) the creator took the chance and gave her an job to lead the bobbies (Scp-1678-A) since they are a little bit unorganized and Unlondon is almost complete and so Kongou accepted the job
