The ones with "villain" quirks are not allowed to live in the "normal" society. Because of that, they live in the "dark" part of society with the gangs to protect them. These are the two main factions that push and fight against each other. But There is a third faction, one that everybody has forgotten about, one that nobody protects. The Quirkless, the Forgotten. Because of that, for our protection, are we the Forgotten ones, declaring war on the heros, on the villaines and on every single one that will try to take away our power."
