This is an OC fan fiction. And of course, she is not going to end up with Ushijima Wakatoshi, that will be so obvious. If anything Waka Waka will act as a big brother and take care and look after her, that's it. She will end up with someone though. But nothings certain in the lives of the Oikawas.
