The Citadel Council thought they were the upkeepers of peace and harmony in the galaxy, and without them, there would only be anarchy. The Zerion Empire, finally free from the clutches of their Catharsis Period, thought that all humanoid races were naturally superior due to their naturally-divine physiology.
