Sometimes changing the world is easier than changing your sister's mind. What if, in his fevered state, Zuko tells Azula how much he cares about her as her older brother? Well, obviously, Azula is hesitant to accept affection from her parental affection rival, but she's willing to see how far Zuko is willing to go for her. If he shows promise, perhaps she doesn't need to make him fear her like the others.
