Izuku is sold to the Yakuza by Inko and they find his skills quite useful, despite being quirkless (he has the abilities of Madara and Itachi Uchiha along with every chakra nature). Kai Chisaki is killed by Izuku when he finds out about his plans, he is then made the big boss of the Yakuza at 17(second year of UA).
