Bio Terrorists are beings with supernatural powers that no normal mortal can do. Because of this, they are marked as dangerous and are considered inhuman. By law, the bio terrorists are forced to be locked up away from the public in research institutes to be tested on for scientific research. But, some refused to be locked away and tested on just for being different.
