Skuba is the daughter of the Doctor. He's been missing for 23 years, and Skuba has been looking for him ever since he disappeared. When she meets a strange talking, flying dog named Rico, finds her father, and meets many other new friends, her world becomes wibbly-wobbly, timey-wimey.
