Loki hated Stephen Strange the moment he met him. But he only hates him because he fell in love with him, though he hasn't realized it yet.

So, like any normal Norse god, he decided the only way to stop these feelings is by killing Stephen Strange.

Only it's a lot harder to kill the man than Loki realized.
