It had been 8 months since Jareth had defeated Vandross and had asked Sarah to marry him and become his queen. She accepted and has been busy planning their wedding ever since.

Jareth on the other hand had been pre-occupied with other matters. He had spent most of his time taking care of the kingdom and Goblin city. Not realising he had been ignoring Sarah.
