All singles 18-25 are being reaped to be married and they have conceive a child. There is a population crisis and this is how Alma Coin plans to fix it.

Prim was never reaped and Katniss never volunteered. The rebellion has started though and 12 was bombed. This is how Katniss and Peeta have ended up together again.
