Worlds evolve faster than you expect and society may reach a scale that no one could imagine or predict.
In the year 2100 Earth's population reaches over 15 billion. The financial world runs in Cyber Space with holographic avatars. After the increased rate of cybernetic infractions, many prisons and orbital facilities were overfull. To avoid the supra population and the system collapse, the global governments decided to come with radical solutions as a last resort, deporting prisoners in space programs on other planets or even in remote mining colonies in other star systems.
