1984 Chicago
The assassination of a political figure sends the city into chaos but the question is, who did it? While the police are quick to blame it on one of the three major crime families in the city, and for once none of them are the culprit. If any one of them go under for this, it could mean irreparable damage to all of their reputations.
When bad guys turn good, and police are no where to be seen, chaos has peaked.
