Minerva Anderson and Bennett Shaw have been inseparable since birth, getting themselves in and out of trouble around the once-great city of New York, now known as the New Order. At a young age, the two watched as the city become overflowed with refugees escaping from a civil war beyond, leading to two new doctrines that would reform the New Order - walls surrounding the perimeter and an unlucky lottery. Although the walls captivated the two when they were younger, it would take them almost fifteen years to understand the lottery, a test to erase the memory of the people you love to help combat the city's overpopulation.
