Tobirama Senju was undoubtedly a genius of the highest caliber. He created legendary jutsu and essentially established Konohagakure's main infrastructure singlehandedly. So when he died, despite being the creator of a jutsu used to bring back the dead, he expected to stay dead (unless he was temporarily summoned back to the world of the living). But yet somehow, he's back again, but this time, he's an Uchiha.
